As an important part of my country's modern food processing industry, functional food is the key development direction of the modern food industry and the hot spot of the global strategic emerging industries.
For this reason, Cai Jinchai proposed at the two sessions to establish a national functional food innovation center, deepen the depth and breadth of functional food applications, and have the ability to solve the difficulties and pain points in the development of the industry and continue to meet the needs of the people for a better life. important meaning. At the same time, it is also of positive significance for expanding domestic demand, promoting demand-side reforms, and promoting the quality and efficiency of the food industry and the construction of food safety.
The main contents of the proposal are as follows:
1. Use the advantages of Fujian food resources to build a national functional food innovation center with international influence.
Fujian is a strong province in my country's food industry, the output value of the food industry ranks in the forefront of the country, a large number of food categories, and a solid industrial foundation. In recent years, Fujian food companies have actively integrated into the “Belt and Road” construction, accelerated their overseas deployment, and established R&D centers in developed countries and regions in the food industry such as Japan, Europe and the United States. At the same time, the Cross-Strait Food Fair has been successfully held for 7 sessions. Actively explore new ways of integration and development, and the overall innovation environment is good. In addition, Fujian food companies are also working hard to break through innovation bottlenecks, and actively cooperate with universities and research institutes to provide conditions for exploring innovative applications of food functions and nutrition technologies. In view of the relatively mature, large-scale development of Fujian's food industry, and a certain foundation, it is recommended to use Fujian's existing advantageous resources to build a national-level functional food innovation center with international influence.
 
2. Based in Fujian, radiating the whole country, and vigorously promoting the integrated development of the functional food innovation chain and industrial chain.
The National Functional Food Innovation Center is based in Fujian, radiates Taiwan, serves the whole country, and faces the world. The innovation center can vigorously integrate the domestic functional food upstream and downstream industrial chains, and deeply integrate the innovation chain and the industrial chain. In the upstream industry, we will continue to dig into the functional attributes of agricultural products and seafood, further increase the added value of agricultural and sideline products, and expand and strengthen modern functional agriculture; in the downstream industry, we will use the innovation center as a carrier to catch the citizens in the context of consumption upgrades in a timely manner Changes in demand for functional foods, promote new technological breakthroughs, new standard support and new product development for functional nutritious foods, open up a green channel connecting basic research and technological innovation, accelerate the transformation of scientific research results, and drive raw and auxiliary material bases and industrial clusters The cultivation of the food industry will provide technical support and industrial support for China's functional foods in the global market competition, and contribute to the formation of a new development pattern in which the domestic and international double cycles are the mainstay of the food industry.
 
3. Enhance the actual effect of serving the private economy and create a demonstration platform for the high-quality development and transcendence of the private economy.
The National Functional Food Innovation Center is recommended to be led by leading companies (for example, Fujian Panpan Foods), and enterprises related to the industry chain, scientific research institutes, and business associations should participate in the establishment. Comprehensively integrate and promote the gathering of various innovative elements to the innovation center, increase the construction of the talent team, accelerate the construction of functional food research and development laboratories with domestic excellent food experts and academicians, and form cross-regional and cross-field innovation forces to optimize integration and seize functions Sexual food innovation highland. Private enterprises are the mainstay of the market economy.
